Crestview, FL — Three longtime City of Crestview Public Works employees have achieved a major professional milestone, earning a national management certification that highlights their leadership, technical knowledge, and commitment to public service.

Assistant Engineer Kyle Lusk, Lead Water Operator Nick McLeod, and Sewer Supervisor Brandon Bolton each earned the Certified Public Works Professional–Management (CPWP-M) designation from the American Public Works Association (APWA) on August 13, 2025. The certification recognizes professionals who demonstrate advanced management capabilities and experience in running public works departments at the municipal level.

Experienced Leaders in Crestview’s Infrastructure Operations

Together, Lusk, McLeod, and Bolton represent more than 59 years of combined experience serving Crestview’s residents through engineering, water, and sewer operations.

  • Kyle Lusk, who has spent 13 years in construction and engineering, joined the City of Crestview seven years ago. He plays a key role in designing and managing city infrastructure projects, ensuring that local development aligns with engineering standards and community needs.

  • Nick McLeod, with 25 years in the utilities field and 19 years with the city, oversees Crestview’s water operations. His experience ensures the city’s water systems run efficiently, safely, and in compliance with state and federal standards.

  • Brandon Bolton, a 21-year veteran of the city, supervises sewer operations and maintenance. His work supports Crestview’s wastewater infrastructure, which is essential to both public health and environmental protection.

Public Works Director and city leadership expressed appreciation for the trio’s commitment to professional excellence. “Our public works team plays a crucial role in maintaining the systems that keep Crestview running every day,” a city statement said. “Their achievement reflects not only their personal dedication but also the city’s commitment to investing in staff development.”

 

What the CPWP-M Certification Means

The CPWP-M designation is one of the highest recognitions offered by the APWA. To qualify, candidates must have at least three years of public works supervisory experience and demonstrate competency across a broad range of management areas, including:

  • Communication and leadership

  • Budgeting and finance

  • Human resources management

  • Administrative operations

  • Procurement and contract administration

  • Project and asset management

  • Emergency management

The certification process tests a candidate’s ability to manage public works departments effectively and encourages best practices that improve service delivery at the local government level.
