A former Niceville police officer accused of using law enforcement technology to stalk a colleague has entered a plea agreement in Okaloosa County Circuit Court.
Coty Wayne Hall pleaded no contest to a series of charges stemming from his use of Niceville’s flock camera systems to track another police officer and harass their spouse. Hall claimed he and the other police officer were involved in a consensual sexual relationship.
The City of Niceville fired Hall after the allegations came to light following his arrest last October.

The case against Hall centered on four counts of unauthorized access to a computer system. According to the state, Hall utilized these systems to follow and harass another officer, eventually leading to charges of stalking as well.
As part of the plea negotiations, the State of Florida agreed to amend the four felony counts of accessing a computer system to first-degree misdemeanors.
Under the terms of the sentence recommendation signed on April 20, 2026, Hall will avoid immediate jail time but faces significant probationary requirements:
The court elected to withhold adjudication of guilt, meaning that while Hall will serve the sentence’s requirements, a formal conviction will not be entered on his record if he successfully completes his probation.
