Shalimar Mayor Mark Franks has been elected president of the Florida League of Cities, giving an Okaloosa County leader a statewide role advocating for Florida’s municipalities.

Mark Franks Rises to Top Leadership Post at Florida League of Cities

TALLAHASSEE, FL – The Florida League of Cities (FLC), the united voice for Florida’s municipal
governments, announced the election of its officers for the 2026-2027 term. Mark Franks, Mayor of the
Town of Shalimar, was elected President of the League by FLC membership and will serve a one-year
term.
“It’s an honor to serve as President of the Florida League of Cities,” said Franks upon his installation. “As
mayor of a small town, I understand that every city has its own unique opportunities, challenges, and
story to tell. Local leaders are closest to the people they serve, and I look forward to working alongside
city officials from every corner of Florida as we strengthen our communities and ensure local voices
remain at the heart of local decisions.”
Joining Franks is an impressive list of Florida leaders serving as officers with the Florida League of Cities
for the 2026-2027 term, including:

  • Florida League of Cities First Vice President: Sarah Stoeckel, Councilmember, City of Titusville
  • Florida League of Cities Second Vice President: Greg Langowski, Vice Mayor, City of Westlake
    Franks has been actively involved with the Florida League of Cities for many years. Throughout his
    tenure with FLC, he has served on the League’s Board of Directors and contributed to several key
    committees, including the Municipal Administration Committee, Nominating Committee, Advocacy
    Committee, and Federal Action Strike Team (FAST) Committee. He is also a multiple-year recipient of the
    League’s Home Rule Hero Award.
    A lifelong resident of Okaloosa County, Franks comes from a family whose roots in the area date back to
    the 1930s. His commitment to public service extends beyond his hometown; he previously served as
    President of the Northwest Florida League of Cities and continues to serve on the board of the Okaloosa
    County League of Cities. Professionally, Franks has spent more than 25 years in the financial services
    industry and holds both an undergraduate and a Master of Business Administration degree from Troy
    University.

As President, Franks will help guide the League’s advocacy efforts and member engagement initiatives
