You Don’t Have to Build a Destroyer to Build for the Navy—or Coast Guard

Why America’s old lesson about manufacturing at scale may matter again

Mention maritime manufacturing and many people picture an enormous shipyard: steel hulls, cranes and thousands of workers assembling Navy destroyers or Coast Guard cutters.

That work is vital.

But it isn’t the only way a community participates in America’s maritime industrial base.

A modern Navy or Coast Guard vessel is a network of structures and subsystems. It may contain composite panels, metal fabrications, pipes, cable assemblies, sensor housings, electronics enclosures, antenna covers, interior modules, tooling, coatings and mission-specific equipment.

Many of those items can be manufactured hundreds of miles from the shipyard and transported to a prime contractor or integrator.

Autonomous vessels make the opportunity even more interesting.

They still require hulls, decks, and propulsion, but they also need communications, navigation, sensors, payload interfaces, software, and increasingly sophisticated electronics.

And if America eventually needs hundreds or thousands of these systems, another consideration becomes critical:

Can we build them repeatedly?

One weakness in modern American defense manufacturing is a tendency toward exquisite systems produced in relatively small quantities. They can be extraordinarily capable, but specialized components, limited suppliers, and bespoke production processes can make them difficult to manufacture quickly at scale.

America has confronted the opposite problem before.

During World War II, the Liberty ship became a prime example of American industrial mobilization. The vessels were not intended to be technological masterpieces. They were standardized merchant ships designed so American industry could build them rapidly and repeatedly.

American shipyards ultimately produced more than 2,700 Liberty ships.

The technology is completely different today, but the industrial lesson remains relevant.

Sometimes national strength comes not from producing the most exquisite individual platform, but from designing something capable enough to be manufactured repeatedly, by a broad industrial base, at scale.

That lesson may be particularly important for autonomous vessels.

If future requirements are measured in hundreds or thousands instead of dozens, manufacturability becomes part of the design. So do common components, available tooling, multiple qualified suppliers, and the ability to move production among facilities.

That creates a realistic opportunity for Northwest Florida.

The region doesn’t need to build an entire vessel to participate. A composite manufacturer might produce hull structures, panels, housings, or tooling. A machine shop might manufacture brackets and mounts. A metal fabricator might produce structural components. An electronics company might support communications or sensors.

And those opportunities are not limited to the Navy.

The Coast Guard’s cutters, patrol vessels, small boats, and supporting systems depend on many of the same manufacturing disciplines and supplier capabilities. Commercial shipbuilders and autonomous-vessel companies draw from overlapping industrial skills as well.

But who actually buys all those pieces?

The company whose name appears on a finished vessel rarely manufactures everything aboard it. Behind America’s major shipbuilders are networks of suppliers providing materials, equipment, electronics, engineering, tooling and finished components.

That means a Northwest Florida manufacturer does not necessarily need a direct contract with the Navy or Coast Guard to participate.

For companies such as MCS Manufacturing—and potentially dozens of smaller manufacturers across the region—the first maritime opportunity may appear several layers below the finished vessel.

Getting into that supply chain requires more than an attractive capability statement.

In many cases, the process begins with a conversation between engineers. A nondisclosure agreement allows technical information to be exchanged. Drawings and specifications follow. The manufacturer determines whether the product fits its equipment, workforce, and processes and develops a quote.

If the opportunity moves forward, qualification becomes critical.

Customers may examine quality systems, inspection procedures, traceability, financial stability, cybersecurity, delivery performance, and the ability to control technical changes. An initial production run may have to demonstrate that the company can manufacture the same product repeatedly to specification.

Then comes the most important qualification of all:

Performance.

Deliver the right product, at the required quality, when promised.

That is how a manufacturer becomes a trusted supplier.

The goal for Northwest Florida should therefore be fit, not fantasy.

Not every local manufacturer is maritime-ready. The opportunity is to identify what companies already make well, match those capabilities to actual customer requirements and complete the qualifications necessary to enter the supply chain.

That distinction matters.

A list of companies is not an industrial base.

A network of qualified suppliers with known capabilities and available capacity is.

And once shipbuilding is understood as a distributed production network, another assumption begins to fall away.

Those suppliers don’t all need to be beside the shipyard.

In fact, some of Northwest Florida’s most interesting maritime opportunities may be nowhere near the water.
